Meet Levels, Tiers, and Flyers

  • Development Meets provide a racing opportunity for swimmers in a low pressure and fun-focused environment. There is no requirement for qualified officials at these meets and disqualifications are only made for very serious breaches of the rules - per Swimming NZ Rule 007. Times from Development meets can be used to enter meets at club and Regional level. You cannot achieve a qualifying time for national championships at a Development meet.

  • Officiated Meets provide the opportunity for swimmers to achieve qualifying times to attend national championships, with a greater emphasis given to performance. These meets are run to a minimum standard as detailed in SNZ Rule 007.

PLEASE NOTE- IRRESPECTIVE OF THE MEET STATUS OR TIER, MEETS MAY BE RUN WITH FULL OR SEMI-ELECTRONIC OR MANUAL TIMING: SCWC recommends a minimum of one timekeeper but preferably two timekeepers if using electronic timing. When using manual timing three timekeepers per lane MUST be used.

  • The SCWC Tier System is designed to regulate swimmer numbers at events in a constructive fashion, aligning the criteria for each tier so that all swimmers have a well-structured calendar, with meets targeted for their age and ability which are mindfully placed within the calendar for optimum benefit.

  • Meets falling into the Tier 3 category are primarily aimed at swimmers who are new to the sport and getting a feel for competitive swimming, and are swimming events for the first time.

Tier 3 meets will all be Not Faster Than meets with NFT times as detailed in the TIER TABLE (please note all times are subject to periodic review by the SCWC Events Committee)

These meets are designed to cater for our swimmers who are new to competitive swimming and can include “Have a Go” events (Have a Go swimmers do not need to be SNZ registered).

Tier 3 meets are DEVELOPMENT meets. These meets are run without the need for the SNZ Meet Approval threshold of Technical Officials to be met

Requirements from minimum number of officials are as per SNZ Rule 007.

There will be no disqualifications for minor infringements but please note that although this meet may be running with a restricted number of Officials, as permitted by SNZ Event Rule 007 above, disqualifications for any serious infringement observed will stand. Swimmers may be given a “Skills to work on” sheet, which can be handed to a swimmer’s coach or team manager to assist in identifying potential skills that might need some attention before competing at an OFFICIATED meet level

Tier 3 meets must be loaded with a Meet Status of “DEVELOPMENT" on the Competition Parameters section of the Settings page of the meet on the SNZ Database, with all entries for these meets (with the exception of the “Have a Go” events) done via the SNZ Database

  • Meets in this Tier are designed to allow swimmers, many of whom will have achieved times at the Tier 3 level, to step up to the next level of competition and striving for Regional and, in the case of Officiated Meets, National qualifying times

All swimmers entering Tier 2 meets MUST be current, financial Club or Competitive registered members of SNZ.

As is detailed in the TIER TABLE, events for competitors aged 12 years and under are Open (no qualifying or Not Faster Thank time standards apply). For those aged 13 years and above, the qualifying times (swimmers must swim at least this fast to enter) will be set as Not Faster than the latest published event entry times for NZ Short Course Championships.

Swimmers aged 13 years and over will therefore be able to enter any event they have not qualified to swim at NZ Short Course Championships, with a view to improving on their entry times until they are eventually too fast to enter that particular event at a Tier 2 meet (please note all times are subject to periodic review by the SCWC Events Committee).

Tier 2 meets may be OFFICIATED OR DEVELOPMENT meets. Officiated meets must meet the SNZ Meet Approval threshold of Technical Officials for approval by SNZ

Once approved, results from OFFICIATED Tier 2 meets may be used for entry to National competitions

All Tier 2 meets will allow unapproved results from DEVELOPMENT (gained at Tier 3 meets) for entry

  • Tier 1 meets will provide a stronger and more focused level of competition for our faster swimmers aiming for Regional or National qualifying times

All swimmers entering Tier 1 meets MUST be current, financial Club or Competitive registered members of SNZ

Tier 1 meets have qualifying times for most events, as detailed in the TIER TABLE

Tier 1 meets are to be run as OFFICIATED meets to generate approved times, and must meet the SNZ Meet Approval threshold of Technical Officials for approval by SNZ

Once approved, results from Tier 1 meets may be used for entry to National competitions

All Tier 1 meets will allow unapproved results from DEVELOPMENT (gained at Tier 2 or 3 meets) for entry

  • These meets have not had a particular Tier level applied to them and may be run at the listed Club’s discretion, with any criteria to be detailed in the Meet Flyer. The open tier meets will have the potential to allow for swimmers of all ages and abilities to compete together and MUST also allow “Unapproved” results from DEVELOPMENT meets for entry.

This Tier has been applied to meets which have historically not exceeded the number of swimmers which either the venue or timeline are able to accommodate and/or are held outside if the immediate Christchurch Area

NOTE: The tier system qualifying times will not be applied to para swimmers, however the “not faster than times” should be observed.

PLEASE REMEMBER THAT THE MEET TIER LEVEL AND ITS OFFICIATED/DEVELOPMENT STATUS MUST BE CLEARLY STATED ON THE MEET FLYER.

The Tier system detailed above will be applied to all SCWC meets from 10th September 2024, with the OFFICIATED or DEVELOPMENT status having come into effect from the 1st July 2021
